Upgrades are automatic. You qualify by sending to a share of the next tier's volume in unique customers within a rolling seven-day period while your rating stays healthy. Downgrades are also automatic, and they follow a sustained Low rating rather than a single bad campaign.

Quality rating: High, Medium, Low

Quality is scored per phone number, from recipient behaviour over a recent rolling window — principally blocks, "report business" taps, and the absence of engagement. It is deliberately a customer-satisfaction signal, not a deliverability metric, so you cannot improve it by changing infrastructure.

  • High (green). Normal operation; you remain eligible for tier upgrades.
  • Medium (yellow). A warning. Nothing is restricted yet, but upgrades stall and the trend matters.
  • Low (red). The number moves to a Flagged state for roughly a week. Recover within that window and nothing happens; stay Low and the tier is cut.

The Flagged period is the important detail: it is a grace window, not a penalty. Pausing marketing sends for a few days while service traffic continues is usually enough to bring the rating back.

What actually causes a drop

  • Irrelevant targeting. One broadcast to everyone reliably outperforms nothing except your block rate.
  • Frequency. WhatsApp sits in the same inbox as family and friends; the tolerance is far lower than email.

  2. Warm the number up. Grow volume gradually from your most engaged segment rather than opening with a full database blast.
  3. Segment before you send. Fewer, more relevant messages beat reach at every tier.
  4. Put an obvious opt-out on marketing templates and honour it immediately. An unsubscribe is a far cheaper outcome than a block.
  5. Pace campaigns. Spread a large send across hours instead of firing it at once — it keeps you under the daily cap and gives you time to stop if feedback turns.
  6. Watch the rating daily during campaigns, not weekly. The Flagged window is short.
  7. Separate numbers by purpose where volume justifies it, so a marketing experiment cannot throttle transactional traffic on the same sender.

If your rating has already dropped

Stop marketing sends immediately, keep utility and service traffic running, and identify which campaign or segment coincided with the fall. Re-permission the affected list rather than continuing to message it, and resume at a fraction of the previous volume with the most engaged contacts first. Recovery normally takes days, not weeks — but it takes changed behaviour, because the score is built entirely from what recipients did next.
