WhatsApp Business API vs Twilio: Shared CPaaS or an Instance You Own?
Twilio is the default answer when an engineering team first needs the WhatsApp Business API. It is fast, well documented and familiar. The question worth asking before you commit is not "can Twilio send WhatsApp messages?" — it can — but who owns the instance, the number and the data once the volume and the compliance questions arrive.

The ownership difference
With Twilio, the WhatsApp sender lives inside Twilio's Business Manager relationship. Your templates, your number and your message history are reachable through an API, but the tenancy is theirs. Migrating later means a number migration, template re-approval and an export you have to reconcile yourself.
A dedicated instance inverts that. Arino One provisions the platform, connects it to Infobip as the BSP, and hands you the keys: the WhatsApp Business Account is registered to you, the database is yours, and the deployment runs in a region you choose. Switching providers later is a contract change, not a data-recovery project.
GDPR: where the two diverge hardest
Under GDPR you are the controller regardless of vendor. What changes is how much you have to document. A multi-tenant CPaaS ingests phone numbers, message bodies and consent state into a global data plane before relaying to Meta — every replica region and every sub-processor is a transfer to justify with SCCs and disclose in your privacy notice.
A single-tenant EU instance collapses that chain to one processor in one region. Article 30 records get short, Article 32 measures are concrete, and an Article 35 DPIA describes infrastructure you can actually point at. For healthcare, finance, insurance and public-sector buyers, that difference decides procurement.
Cost at scale
Twilio's per-message platform fee is invisible at pilot volumes and material at production volumes: it scales linearly with every message you send, forever. A dedicated instance front-loads a one-time build cost and then charges nothing per message beyond the wholesale conversation rate. When Twilio is the right call
- You need a proof of concept live this week.
- Volumes are low and contacts are not sensitive.
- You already run SMS and voice on Twilio and want one bill.
- Your team wants an SDK and nothing else.
When a dedicated instance is the only viable answer
- Special-category data under Article 9 passes through the channel.
- Buyers or regulators ask where exactly the data lives.
- You need hard deletion with evidence inside the statutory deadline.
- Volume has made per-message platform fees the largest line item.
- You want the number and the WhatsApp Business Account in your own name.
Migrating from Twilio
Migration is a number migration plus a template re-approval. Templates are re-submitted on the destination WhatsApp Business Account, contacts and consent state are imported into the CDP, and the number is moved in a short verification window scheduled outside peak hours. Automations and routing rules are rebuilt once and then owned by you.
